October BTO application rates show strong demand in Bukit Merah and Bishan

The October 2025 Build-to-Order (BTO) exercise has drawn healthy interest, though demand appears to have moderated slightly from previous rounds. A total of 9,144 flats were launched, attracting 31,095 applicants as of 5pm on 22 October 2025 – which works out to an overall application rate of 3.4 times. This figure is lower than the 4.2 times seen in the July 2025 exercise, where 5,547 flats were offered. Applications for this round will close at 11:59pm on 22 October 2025.

The October exercise featured projects across seven towns, including both mature and non-mature estates. Unsurprisingly, Prime projects once again drew a significant share of applications.

Bukit Merah (Prime): Berlayar Residences and Redhill Peaks

The two Prime projects in Bukit Merah, Berlayar Residences and Redhill Peaks, were the most sought-after, achieving an impressive application rate of 4.4 times. There were 8,376 applicants vying for 1,901 units, showing continued confidence in the area.

Kelvin Fong, CEO of PropNex noted that this strong interest isn’t surprising given the projects’ appeal. These developments sit near Telok Blangah MRT and are close to the city centre. But more importantly, they’re part of the upcoming Greater Southern Waterfront, which adds tremendous long-term value.

Even with higher subsidy recovery rates of 14% for Berlayar Residences and 12% for Redhill Peaks, applicants weren’t deterred. The combination of central location, connectivity, and future growth potential appears to have outweighed the restrictions that come with Prime flats.

 

Bishan (Prime): Bishan Terraces

Over in Bishan, Bishan Terraces saw 2,058 applicants for 538 units, translating to a 3.8 times application rate. This is the first Prime project in Bishan, and many buyers were likely drawn to its central location, connectivity, and proximity to top schools like Raffles Institution, Raffles Girls’ School, and Guangyang Secondary School.

Fong shared how the upcoming Bishan Business Hub under the Draft Master Plan 2025, which will feature about 200,000 sqm of office space, a new hawker centre, and a revamped bus interchange, likely also added to the appeal.

 

Toa Payoh (Prime): Mount Pleasant Crest

In Toa Payoh, the Mount Pleasant Crest project also performed well, with 4,698 applicants for 1,348 units, recording a 3.5 times application rate. The demand here was slightly lower than in Bukit Merah or Bishan, likely due to a longer estimated waiting time of 59 months and the area’s limited amenities.

Still, the location near the Mount Pleasant MRT and its positioning within Toa Payoh, one of Singapore’s most established housing estates, kept interest strong.

 

Ang Mo Kio (Plus): Oak Ville @ AMK

In contrast, Oak Ville @ AMK, the only Plus project in this round, saw the lowest application rate at 1.4 times, with 1,983 applicants for 1,425 flats.

According to Fong, the relatively muted response suggests that some buyers may not see the project’s location as warranting a Plus classification. The site sits some distance from the nearest MRT stations – likely over a 15-minute walk to either Yio Chu Kang or Ang Mo Kio – and offers limited nearby amenities.

Fong also observed that this reflects a shift in buyer behaviour, with applicants becoming more selective and discerning. Many now weigh the trade-offs of Plus and Prime classifications, considering whether stricter resale conditions and longer MOPs are justified by a project’s location and pricing. For context, Central Trio @ AMK, a Plus project launched in October 2024 that was closer to the town centre, saw a much higher 7.9 times application rate.

 

Standard Flats: Bedok, Jurong East, Sengkang, and Yishun

For Standard flats, demand remained solid across the board:

Projects in Yishun were especially popular, attracting over 5,200 applicants for 1,395 units. The shorter waiting time of under three years was a key draw, along with convenient access to Khatib MRT, nearby schools, and amenities.

 

When you look at the overall numbers, Prime flats made up nearly half of all applications. Out of 3,787 Prime flats, there were 15,132 applications, giving an application rate of 4.0 times. Meanwhile, Standard flats performed fairly well, with 3,932 units drawing 13,980 applicants, or 3.6 times. The Plus flats, however, lagged behind with only 1.4 times overall.

Overall, location advantage and future upside continue to drive interest in Prime offerings, while Standard flats appeal to buyers looking for shorter waits and more affordable options.

The October exercise also saw a clear pattern across flat types.

  • Community Care Apartments (CCA): These drew a modest response with 143 applicants for 207 units (0.7 times).
  • 2-room Flexi flats: 2,923 units attracted 10,560 applicants, giving a 3.6 times application rate – the highest since October 2024.

The stronger demand for smaller flats likely came from singles and seniors, thanks to policy changes allowing first-timer singles to apply for 2-room Flexi flats in any location. The Family Care Scheme, which supports multi-generational living, also helped boost interest.

Among the towns, Bukit Merah recorded the highest demand for 2-room Flexi units, with more than 2,700 applicants for 737 units, or roughly 3.8 times.

For the larger units:

  • 3-room flats: 1,956 applicants (2.8 times)
  • 4-room flats: 14,411 applicants (3.4 times)
  • 5-room and 3Gen flats: 4,025 applicants (3.8 times)

Strong demand for 5-room flats was particularly seen in Chencharu Grove, reflecting families’ continued interest in larger homes.

Good news if you’re a first-timer family applicant

If you are a first-timer family, this BTO exercise might bring positive news. Application rates were below one time for 3-room flats in Ang Mo Kio, Bishan, Jurong East, and Toa Payoh, as well as 4-room flats in Ang Mo Kio.

This means that most first-timer families who applied for these units are likely to secure a flat – a welcome opportunity, especially given how competitive previous launches have been.

The next BTO exercise in February 2026 will offer around 4,600 flats across Bukit Merah, Sembawang, Tampines, and Toa Payoh, alongside a Sale of Balance Flats (SBF) exercise featuring about 3,000 flats.
