HDB flats launched before the October 2024 sales exercise are unclassified and follow prevailing resale conditions — no subsidy clawback and the standard 5-year MOP. The new Standard, Plus, and Prime classifications only apply to flats launched from October 2024 onwards.
As of Aug 2026, the data confirms second-time HDB buyers who previously received a housing subsidy must pay a resale levy when purchasing a second subsidised flat directly from HDB. No resale levy applies if they buy a resale flat from the open market instead. The levy ensures fair allocation of limited housing subsidies.
The Proximity Housing Grant gives eligible first-timer families $30,000 and first-timer singles $15,000 when buying a resale HDB flat to live with or within 4km of parents or a married child. It stacks with other CPF housing grants.
