Upcoming October 2025 BTO Overview – locations, classifications, & more

We’re now moving into the middle of September, and that means the October 2025 BTO launch is just around the corner. This time, you can look forward to a wide variety of options. On top of that, more than 2,800 Shorter Waiting Time flats will also be available. These homes will be ready in under three years, which is a huge draw if you don’t want to wait too long.

In October, HDB is set to release about 9,060 flats across 10 projects in eight towns. This makes it the largest sales exercise of the year, compared to February’s 5,032 units and July’s 5,547 units.

You’ll notice that four of these projects are located in the Central Region – in Bukit Merah, Toa Payoh, and Bishan. Because of their locations and proximity to key amenities, these projects are expected to fall under the Prime or Plus categories. However, one detail stands out: none of the Central Region projects will include 5-room or larger flats. So, if you’re a bigger household in need of more space, you may want to explore the resale market.

The remaining six projects, spread outside of the Central Region, are expected to be launched as Standard flats. This gives you more variety depending on whether you want central convenience or more affordable options in other towns.

Bukit Merah projects

In the October 2025 BTO launch, Bukit Merah will feature two separate projects with a combined supply of about 1,890 flats. Both sites are in central locations and sit close to MRT stations, which means they are very likely to fall under the Prime or Plus categories.

Berlayar estate project

The first project in the new Berlayar estate will be called Berlayar Residences, and it’s especially noteworthy as it marks the very first BTO launch within the Greater Southern Waterfront (GSW). This will form part of the initial phase of 7,000 new flats planned for the area, giving buyers the rare chance to enjoy a first-mover advantage in one of Singapore’s most highly anticipated future townships. The flats will be spread across towers ranging from 19 to 46 storeys, built at staggered heights so that more homes can enjoy sea or greenery views.

The site sits between Labrador Park MRT and Telok Blangah MRT stations, with most homes just a 10-minute walk away. Designed as a car-lite estate, you’ll also see plenty of walking and cycling paths that connect you to everyday needs. From supermarkets, eateries, and clinics within the estate to the new market and food centre opening at Telok Blangah by 2027, daily conveniences will be close at hand.

Families will find several schools within 2km, including Blangah Rise Primary, Gan Eng Seng Primary, and Radin Mas Primary. If you enjoy the outdoors, the estate offers direct links to the Southern Ridges and Labrador Nature Reserve, plus up to 10 hectares of green spaces set aside within the development itself.

Jalan Bukit Merah project

The Jalan Bukit Merah project will bring around 1,020 flats to the market, offering only 2-room flexi and 4-room layouts. This makes it a practical choice for smaller households or families who are happy with a mid-sized home.

Getting around will be convenient, as the site is just a 10-minute walk from Redhill MRT station and also enjoys quick access to the AYE. Daily needs are well covered too, with popular hawker and market options such as Bukit Merah View Food Centre and Redhill Food Centre located nearby.

Families with young children will find added appeal since both Gan Eng Seng Primary and Alexandra Primary schools fall within 1km of the project. This proximity can be a big advantage during school admissions.

It’s worth noting that the July 2025 launch included Alexandra Peaks and Alexandra Vista, both under the Prime category, which were located close to Redhill MRT. Buyers who missed out during that round may turn their attention here, creating higher competition. With its central location, transport links, and everyday conveniences, demand for this project is likely to be strong.

Bishan project

The Bishan project stands out as the smallest in this BTO exercise, with just 530 flats up for grabs. But don’t be fooled by its size – its location more than makes up for it. You’ll find it right next to Bishan MRT, where both the Circle and North-South lines meet, alongside the bus interchange and easy access to the CTE.

Because of its central position, reputation, and abundance of nearby amenities, this project is almost certain to be classified as either Prime or Plus. Families will also find its proximity to many well-regarded schools, including Raffles Institution, highly appealing. 

Looking ahead, Bishan has also been marked as a future sub-regional centre under the Draft Master Plan 2025. That means you can expect new business hubs, a polyclinic, a revamped bus interchange, and even a hawker centre in the coming years – all of which add to the long-term attractiveness of this project.

Ang Mo Kio project

Among the October 2025 BTO launches, the Ang Mo Kio project is one of the largest, on par with Toa Payoh.

Its location sits between Ang Mo Kio MRT and Yio Chu Kang MRT, though the nearest station, Ang Mo Kio MRT, is about 850 metres away. While that might feel like a slight drawback, it’s worth noting that by 2030, Ang Mo Kio MRT will transform into an interchange station linking the North-South and Cross Island lines, giving you far better connectivity.

The project is also conveniently near the CTE, making it easier for drivers to get around. Families will appreciate the wide range of nearby schools, from primary all the way to tertiary institutions like Anderson Secondary, ITE College Central, and Nanyang Polytechnic. Daily needs are also covered, with Cheng San Market & Food Centre, supermarkets, and eating houses in the neighbourhood.

Given its distance from key amenities, this launch is more likely to fall under the Standard category, despite being in a mature estate. However, since no Ang Mo Kio projects were offered in earlier 2025 launches, pent-up demand could drive competition higher than expected, especially among buyers waiting specifically for an Ang Mo Kio address.

Toa Payoh project – Mount Pleasant Crest

Mount Pleasant Crest is set to be the first-ever BTO project in the brand-new Mount Pleasant estate, located on the former Police Academy grounds. It’s part of a much larger plan that will eventually bring about 6,000 flats to the area, with some of the conserved academy buildings thoughtfully integrated into the estate. This launch alone will offer 1,350 flats alongside 270 public rental units.

Connectivity here is a strong plus. The upcoming Mount Pleasant MRT station will sit right next to the project, while the PIE is also nearby for drivers. You’ll be 10 minutes from Orchard, 20 minutes from the CBD, and around 15 minutes from one-north or Buona Vista. For families, reputable schools like CHIJ Primary add to the appeal.

Design-wise, Mount Pleasant Crest will be a little different from your typical BTO. It will feature the “white flat” open-concept layout – only the second time HDB is introducing this, after Crawford Heights, which saw a 40% take-up rate. On top of that, the estate will have enhanced accessibility, a car-lite design, EV charging lots, bicycle racks, green spaces, and even smart home provisions.

While amenities in the immediate area may feel limited at first, these are expected to grow as the estate develops. Given its central location and unique features, this project is likely to be classified as Prime or Plus, which means a longer 10-year MOP. And judging by the heavy oversubscription of July’s Toa Payoh Ascent, demand for this project is likely to be just as strong, particularly from buyers who didn’t manage to secure a unit then.

Yishun projects

Yishun is the only town outside the Central region to see not one, but two BTO launches in October 2025, bringing a total of about 1,370 flats. 

Bah Soon Pah Road / Chencharu

Location-wise, this project is just a 7-minute walk from Khatib MRT, making it highly convenient for daily commuting. Schools such as Peiying Primary, Chung Cheng High (Yishun), and Naval Base Secondary are also nearby, which will appeal to families with school-going children. For leisure, you’ll be close to Yishun Stadium, the Swimming Complex, and the scenic Lower Seletar Reservoir Park.

Given its positioning and distance from central amenities, this project is most likely to be classified as Standard.

Looking at the bigger picture, the Chencharu area is also poised for growth. A nearby GLS site recently closed its tender and will bring about 875 private condos, along with a hawker centre, bus interchange, and retail options. These additions promise more amenities for future residents.

It’s also worth noting that earlier in February 2025, Chencharu Vines and Chencharu Green (both Standard projects) saw very high application rates. With that kind of oversubscription, many unsuccessful applicants may see this launch as their next chance to secure a unit in Yishun.

Yishun Ring Road

This project is located close to Junction Nine mall, giving you quick access to dining and retail options. However, it’s more than 1 km away from the nearest MRT station at Yishun, so residents will need to rely on bus connections for their daily commute.

Families will find the location appealing thanks to several primary schools within 1 km, including Xishan, North View, and Huamin. 

As with the other Yishun launch, this project is also likely to be classified under the Standard category. But given the relatively small number of 4-room flats available, you can expect stiffer competition for those units compared to the 2-room flexi supply.

Sengkang project

This project is the first in 2025 to offer Community Care Apartments, designed with seniors in mind. These units come with senior-friendly features and access to care services, making them an attractive option for the ageing population.

Located in the Fernvale/Sengkang West area, the site connects easily via Kupang LRT, which is just three stops away from Sengkang MRT. For those who enjoy nature, you’ll also be close to Sengkang Riverside Park and Sungei Punggol, offering greenery and recreational options right at your doorstep.

The Tampines Expressway (TPE) nearby provides good road connectivity, though as with many expressway-side projects, some residents may find the traffic noise or dust a drawback. Still, with a wide mix of flat types, including the rare Community Care Apartments, this launch is expected to draw strong interest.

Bedok project

Located in Chai Chee, this project is positioned between Bedok and Kembangan MRT stations. One highlight is that it’s one of only two projects in this exercise to feature 3-Gen flats, making it an appealing choice for multi-generational families.

Families with younger children will also appreciate that there are two primary schools within 1 km, and a preschool is planned right on-site for added convenience.

That said, there are a few trade-offs to consider. The nearest MRT, Bedok North, is about 900 metres away, which translates into roughly a 10-minute bus ride to the train network. Amenities in the immediate area are somewhat limited, though Bedok Town Centre, with its MRT station, malls, and hawker centres, is only a short trip away.

Given these factors, the project is likely to fall under the Standard category. 

Jurong East project

This project in Teban Gardens will also include 3Gen flats. With Jurong East MRT about 1.5 km away, the site isn’t within walking distance to an existing MRT station. However, a future Jurong Regional Line station is planned right next to the site and is expected to open by 2027, which will greatly enhance accessibility. For now, residents can also rely on the nearby AYE for quick drives across the island.

The project will be close to Teban Gardens Market & Food Centre, offering daily conveniences, and some units may even enjoy unblocked water views of Pandan Reservoir and its park connector – perfect for those who value nature and outdoor activities.

On the flip side, amenities are somewhat limited, with only one primary school located within 1 km. Given the location and current facilities, this project is most likely to be classified as Standard.

Still, with no BTO launches in Jurong East earlier this year, there could be pent-up demand from buyers who’ve been waiting for an option in this area.
