The HDB has launched another executive condominium (EC) site at Woodlands Drive 17 under the 2H2025 Government Land Sales (GLS) programme. Announced on 16 October, this new tender follows closely after the first EC plot at the same location was awarded in August this year — a site that drew five bids and achieved a record land rate of S$782 psf ppr.
The newly released plot is expected to yield around 560 EC units, offering another opportunity for developers to tap into the growing appeal of the Woodlands area. The tender for this second EC site closed at 12 noon on 13 January 2026 with Sim Lian Group tabling the top bid.

GLS tender results for the second EC plot
HDB has announced the provisional tender results for the second executive condominium site at Woodlands Drive 17, which was placed on the Confirmed List of the Government Land Sales programme for the second half of 2025.
The plot drew three bids and ultimately saw Sim Lian Group emerge as the top bidder. Based on the highest price, the implied land rate comes in at around S$794 per square foot per plot ratio, not only edging past the previous benchmark set by the first Woodlands EC site in the same area last year at S$782 psf ppr, but also setting a new benchmark for EC land prices.
Notably, the competition was close, with the top bid only narrowly ahead of a Qingjian Realty–led consortium, reflecting how closely aligned developers are in their assessment of the site’s value.

The gap between the highest and lowest bids was also relatively modest, pointing to a shared level of confidence in the project’s prospects and the underlying demand for EC homes in Woodlands. This mirrors the outcome of the earlier Woodlands Drive 17 EC tender last year, where bidding margins were similarly tight.
Pent-up demand for EC units in Woodlands
Demand for new ECs in Woodlands is expected to remain strong, given the town’s large HDB population and the steady pool of upgraders. It also helps that Woodlands has not seen a new EC launch in nearly a decade — the last being Northwave EC at Woodlands Avenue 12, awarded in 2015.
