2023 is shaping up to be a jackpot year for those who are set on securing a BTO flat in a mature estate.

In the August 2023 BTO launch, there will be a whopping three Kallang/Whampoa BTO projects. A bumper crop of about 2,910 2-room Flexi, 3-room, and 4-room BTO flats will be up for grabs. While the Kallang/Whampoa launch will be a huge one there will be no 5-room BTO flats available. So, larger households might have to consider other estates.

Be warned that at least one of the sites in the Kallang/Whampoa August 2023 BTO project is likely to fall under the Prime Location Public Housing (PLH) model. Read on to find out more about these three upcoming BTO launches.

There are two sites located close to the PIE, near Toa Payoh in the north of the Kallang/Whampoa area. The first is bounded by Jalan Rajah and Kim Keat Road (“the Jalan Rajah site”) and the second by Jalan Tenteram (“the Jalan Tenteram site”).

Of the three launches, the first Jalan Tenteram site is the least accessible. This upcoming BTO launch is a 21-minute walk from Boon Keng MRT station on the North-East line, meaning you’ll likely have to take a bus to be connected to the MRT network.

Potong Pasir MRT station is nearby too due to the layout of the PIE, you will have to walk about take a one-minute walk away.

Those with school-going children will be pleased to know there are several options nearby, such as St. Andrew’s Secondary School, St. Andrew’s Junior School, and St. Andrew’s Junior College.

The upcoming BTO site is just a six-minute walk from Kallang MRT station, which takes you to Raffles Place MRT station in a mere seven minutes via the East-West Line.

Other than its exceptional connectivity, another of the Geylang Road site’s strengths is its proximity to the many sporting amenities in Kallang, including Singapore Sports Hub, Singapore Indoor Stadium, Kallang Squash & Tennis Centre, and Kallang Netball Centre. In addition, Leisure Park Kallang is about 20 minutes away by foot. The mall has an ice skating rink and bowling alley. Another nearby mall, Kallang Wave Mall, is equipped with an indoor rock climbing wall.

Foodies also have a wealth of options to choose from. This August 2023 Kallang/Whampoa BTO site is bounded by Geylang Road, which leads to the heart of Geylang with its many local eateries. Whether you want to eat frog porridge or seafood, you’ll find something to your taste.

All in all, for those who wish to live near the city centre in a vibrant mature estate, this upcoming BTO site is a dream come true. The only downside? It’s likely to fall under the PLH model due to its fantastic location and there are few schools around the area. The Kallang/Whampoa flats are on the city fringe, but you’ve got to pay for the privilege of living there. In other words, expect them to be expensive!

According to HDB’s resale statistics for Q1 2023, the median price for 3-room HDB resale flats in Kallang/Whampoa was $380,000, while that for 4-room HDB resale flats was $735,000. This does not seem that high compared to BTO prices, but bear in mind that many of the recent resale flats were older ones. New resale flats still command a high premium.

It is likely the Geylang Road site will fall under the PLH model. That said, it remains to be seen how the PLH model will affect future resale prices.

Budgeting for Your Kallang/Whampoa August 2023 BTO Home Loan

The Geylang Road site near Kallang MRT station is likely to be the most expensive site due to its proximity to Kallang MRT station. The other two are located closer to the Toa Payoh side and are thus less central and likely to be affordable.

Regardless, higher-than-average prices are expected for the Kallang/Whampoa BTO flats, so proper financial planning is doubly important before you commit to a purchase.

Do note that what you actually end up paying will depend on the site and its indicative pricing, as well as the unit you get. As the three BTO sites in Kallang/Whampoa differ quite a bit in terms of location, expect pricing to vary between the sites as well.

The Geylang site is located only a six-minute walk from Kallang MRT station. While the Jalan Rajah site is a 13-minute walk from Toa Payoh MRT station.

The Jalan Tenteram site is a short under-15-minute commute by foot and bus to both Boon Keng and Potong Pasir MRT stations.

Near a Wealth of Sporting Amenities

The Geylang site enjoys particularly close proximity to the many sporting amenities in Kallang, including Singapore Sports Hub, Singapore Indoor Stadium, Kallang Squash & Tennis Centre, Kallang Netball Centre, Leisure Park Kallang, and Kallang Wave Mall.

New Changes to BTO Application Process from Aug 2023 Launch Onwards

Aside from having to present a valid HFE letter when applying, there are several changes that will come into effect from the August 2023 BTO launch onwards.

First-timer BTO applicants who reject their BTO ballots will be considered second-timer applicants for a year. In their second BTO application, if they reject another BTO ballot, they won’t be able to apply for a BTO flat in the following year. So be sure you do want a BTO flat when you apply.

Additionally, the Family and Parenthood Priority Scheme (FPPS) will officially replace the Parenthood Priority Scheme (PPS). This change will include a new applicant priority subset, the First-timer (Parents and Married Couples) category, also known as FT(PMC). Up to 40% of BTO flats will be reserved for eligible FT(PMC) applicants.

Lastly, if you are an FT(PMC) who was unsuccessful for two or more tries (in a non-mature estate), you will receive one additional chance per subsequent application. This rule was introduced to aid those unsuccessful in repeated balloting attempts.
