If none of the November 2022 BTO launches caught your fancy, no worries. The upcoming February 2023 BTO exercise will offer about 4,410 flats across four estates to choose from.
The Feb 2023 BTO launch will be a relatively small one, with BTO flats in mature estates such as Kallang/Whampoa and Queenstown up for grabs alongside units in non-mature estates such as Jurong West and Tengah.

HDB BTO February 2023 Launch Overview

The mature estate launches in Kallang/Whampoa and Queenstown are likely to fall under the Prime Location Public Housing (PLH) model, like their November 2022 BTO counterparts. If we were to place bets on which Feb 2023 BTO site will get the lion’s share of attention, we’ll pick the Kallang/Whampoa Feb 2023 BTO site that is located right next to the Little India MRT station.
The second Kallang/Whampoa Feb 2023 site is located between the Kallang River and Sungei Whampoa waterways, some distance away from Toa Payoh MRT station. While it is not confirmed, this site may not fall under the PLH model.
For buyers on a budget, the Tengah launch is likely to be the most affordable pick of the bunch. However, buyers may have to be prepared to put up with construction for many years after moving in due to the neighbourhood being under heavy development.

Located on Jurong West Street 93 about eight minutes’ walk from Pioneer MRT station on the East West Line, the Jurong West February 2023 BTO site is located just north of Jurong West’s industrial swathe. Those looking to snag a home near the Jurong Lake District may consider this upcoming BTO site.
On the bright side, there is a wide selection of schools in the vicinity, including River Valley High School. Sports and outdoor lovers will enjoy the BTO project’s proximity to Jurong West Sports Centre and the Jurong West Park Connector. NTU students also take the 179 feeder bus from the Pioneer MRT station bus stop into the school.
Only about 270 3-room and 4-room flats are available in the February 2023 BTO exercise. The absence of 5-room flats might exclude larger households, and the limited supply could cause these flats to be challenging to successfully ballot for.

Kallang/Whampoa BTO February 2023 Map
There will be two Kallang/Whampoa sites in the February 2023 BTO exercise, housing a total of about 1,770 units.
The first site (the “Jalan Rajah site”), consisting of about 500 3-room and 4-room flats, is located on Jalan Rajah and bordered to the north by the Kallang River.
The second site (the “Race Course Road site”), consisting of about 1,270 units of 2-room Flexi, 3-room and 4-room flats, will be bordered by Race Course Road and under-construction roads Farrer Park Road and Hampshire Road.
The Jalan Rajah site enjoys a scenic location by the Kallang River and is about 14 minutes’ walk from Toa Payoh MRT station on the North-South line. It is also within walking distance of a plethora of sporting facilities, including Toa Payoh Swimming Complex, Toa Payoh Sports Hall and Toa Payoh Stadium. On the downside, it is not as centrally located as the Race Course Road site and there are not many schools in the vicinity.
By comparison, the Race Course Road site occupies a much more desirable location in the heart of the city, at right beside Little India MRT station, 12 minutes’ walk from Farrer Park MRT station and 17 minutes’ walk from Jalan Besar MRT station. An enviable spread of amenities can be found within walking distance, including Tekka Centre and Little India Arcade.
The HDB has not yet announced whether the Kallang/Whampoa sites will fall under the PLH model (more details will be released closer to the launch date). But it’s likely that the Race Course Road site will fall under the PLH model. If we reference the Nov 2022 BTO launches, it’s likely the Jalan Rajah site will not be released under the PLH model.

With only about 730 3-room and 4-room Queenstown flats up for grabs this time around, expect the competition to be intense.
The BTO project will be located on Commonwealth Avenue West and Ghim Moh Link, about seven minutes’ walk from Dover MRT station and 14 minutes’ walk from Buona Vista MRT station.
Other than the city centre being a direct MRT ride away on the East West Line, the site’s proximity to attractive amenities and lifestyle destinations such as Ghim Moh Market and Holland Village make it a key draw.
For parents with kids, there is an abundance of sought-after schools in the vicinity such as Anglo-Chinese School (Independent) and Fairfield Methodist Secondary School, as well as tertiary institutions like Singapore Polytechnic, School of Science and Technology and ESSEC Business School.
There is a possibility that the Queenstown project will be affected by the PLH model. Stay tuned to find out when the HDB releases further information.

The February 2023 BTO launch will see yet another batch of flats in Tengah becoming available. About 1,640 2-room Flexi, 3-room, 4-room and 5-room flats will be released in this new residential area, currently undergoing aggressive development.
The BTO site will be located on future roads Tengah Boulevard, Brickland Crescent and Brickland Rise, in under 20 minutes’ walking distance from the future Jurong Region Line MRT station Choa Chu Kang West, expected to open in 2027.
The Singapore government has big plans to turn Tengah into a sustainable town with lots of green spaces. However, BTO applicants should know that they will have to put up with extensive construction and a lack of established amenities until Tengah comes into its own, which could take many years.
On the bright side, Tengah’s affordable prices could make it a key draw for cash-strapped young families looking for a starter home. And like the case of the November 2022 Tengah BTO launch, there may be a possibility that this Feb 2023 Tengah BTO launch will see shorter estimated completion times.
Applying for February 2023 BTO Flats
The wait time for these BTO flats is likely to be three to five years. If you need a home urgently, consider purchasing a resale flat or applying for the Open Booking of Flats exercise in March 2023 (a fresh supply of flats will be released then, keep an eye out for them on the HDB portal).
